Job Description:

Role Overview

This is a fantastic opportunity for a proactive, relationship-driven professional to take ownership of referrals and commissioning across a growing group of children’s social care services. 

Based in Wirral, you’ll sit at the heart of the organisation, connecting local authorities, commissioners and health partners with the right services at the right time — directly shaping occupancy, growth and outcomes for children, young people and families.

What You’ll Be Doing

  • Managing all incoming referrals across the group, from first point of contact through to placement

  • Screening and assessing referrals against service criteria, and coordinating matching discussions with operational teams

  • Preparing and submitting high-quality placement proposals

  • Maintaining accurate referral and occupancy records, and tracking referral outcomes and conversion rates

  • Ensuring timely, professional responses to local authorities and commissioners at every stage

  • Building and maintaining strong relationships with Local Authorities, Commissioning Teams, Health Partners and Youth Justice Services

  • Attending provider events and commissioning forums, promoting the organisation’s services to external stakeholders

  • Identifying new commissioning opportunities and supporting business development activity

  • Driving occupancy across Residential Homes, Supported Accommodation and Family Support Services

  • Producing occupancy forecasts and reports, and monitoring market trends and placement demand

  • Supporting the successful launch of new services and projects

What You’ll Need

  • Experience in children’s social care, supported accommodation, or commissioning

  • A strong understanding of referral pathways and local authority processes

  • Excellent communication and relationship-building skills, with the confidence to engage senior professionals and commissioners

  • Commercial awareness and a solid grasp of occupancy management

  • Strong organisational and administrative abilities

Desirable experience in any of the following:

  • Children’s Residential Care

  • Supported Accommodation

  • Family Support Services

  • Commissioning Teams

  • Business Development within Social Care
